2011年6月16日,汕头大学法学院院长、长江谈判及争议解决中心主任Michael Palmer教授莅临我校,用英文为法律硕士研究生作了主题为“Alternative Dispute Resolution---The Development of Ombudsman System”的讲座。我院龙著华副院长、常廷彬教授、杨桦副教授、宁少媛老师出席了讲座。讲座由龙著华副院长主持。

Michael Palmer教授演讲
Michael Palmer教授首先用中文介绍了本次演讲的主要内容。随后,用英文进行主题演讲。他详细地介绍了Ombudsman System(申诉专员)的历史渊源、发展过程、现今情况。其中重点介绍了此项制度在我国香港特别行政区的运行情况,并分析了Ombudsman System(申诉专员)移植到我国的必要性、可行性及可能存在的问题。

Michael Palmer教授简介:
Michael Palmer is currently Dean, Professor of Law & Associate Dean for Research and Global Development, and Director, Cheung Kong Centre for Negotiation and Dispute Resolution, STU Law School, in Shantou, China. He is a former Chair of the Centre of Chinese Studies (CCS) and Chair of the Centre of East Asian Law (CEAL) at the School of Oriental and African Studies, and a former Chair of the SOAS Law School. He is now Emeritus Professor of Law at the University of London, and a Research Professor in both the CCS and the Law School at SOAS, as well as at the Institute of Advanced Legal Studies. Within China he is also Visiting Professor of Law at Renmin Daxue (People’s University, Beijing) Xinan Zhengfa Daxue (Southwest Institute of Political Science and Law, Chongqing), and Xiamen University Law School. His publications are mainly in the field of comparative law, and cover a wide range of areas including civil justice and dispute resolution, legal history, family law reform, human rights, environmental welfare, consumer protection and criminal law. He is joint editor of the Journal of Comparative Law, and a barrister practising at Serle Court Chambers in Lincoln’s Inn, London and McNair Chambers, Doha. He has in the past served as special advisor to the Attorney-General of Hong Kong (in particular, on legal aspects of civil relations between Hong Kong and the Chinese mainland), and designed and administered a number of important international training programmes for Chinese legal professionals including lawyers, judges, procurators and legislators.
